Sheffield Wednesday Confronts Serious Challenges, Declares New Football Authority

'Our role is integral to football's future' - newly appointed regulator the new chairman

The team's ongoing struggles constitute a "serious issue" and the football regulator is looking to gain the ability to investigate clubs in similar circumstances, the recently named head David Kogan has stated.

In a wide-ranging interview, the regulator, who was recently selected, voiced concern towards supporters of the Owls.

The regulator engaged with four supporters' associations connected to the South Yorkshire club in recent days.

The team have been struggling on and off the field in 2025, with the club failing to pay players on time on multiple instances, including in September.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a significant problem for football," the regulator explained.

"Sheffield Wednesday is one of the historic institutions for English football and recently we have met supporters' organizations.

"We're now looking to get powers... which will permit us to bring Wednesday and comparable cases referred to us if they warrant scrutiny and addressed."

Economic Challenges and Proprietorship Status

The club's controversial proprietor the Thai businessman indicated in the summer he would be prepared to relinquish control at the stadium, but he has been unable to finalize an agreement with interested parties.

Missed wage deadlines on time in earlier this year caused limitations by the football authorities in June, stopping Wednesday from completing any player acquisitions for the subsequent signing windows, although those limitations were removed in late summer.

Official's Viewpoint

The chairman stated: "The job [of the regulator] is there for the supporters of Wednesday, teams facing challenges where supporters are loyal to a local institution that has represented their community in multiple situations.

"I fully appreciate Sheffield Wednesday, as I do for all the clubs that since 1992 have gone to the wall, or been close to going to the wall, for causes separate from the followers."

When asked if the authority might compel an chairman to relinquish a club if they are considered unfit, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we collect the information and understand the situation, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the regulator would prefer to work with them.

"The last thing what we want to do is begin intervening in an specific team, an individual owner, without being in a position to cooperate with that owner to try and resolve the issues that the club's facing and the owner's facing," Kogan said.

"But the truth is, when you examine the past of the game, over the last 20 or 30 years there have been some owners, not many, but certain individuals who have acted carelessly in the approach they have taken toward their clubs and ultimately don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with officials from numerous teams to detail the scope of the authority recently and stated it constituted a "progressive gathering" with a "substantial involvement" from the National League to the Premier League.

"The role holds considerable importance, because should mistakes occur, if the world of football gets it wrong, the extraordinary progress that's been made might evaporate swiftly," the chairman stated.

"Such an outcome is universally undesirable in the terms of English football is a substantial accomplishment - we need to continue the progress.

"There's an enormous amount of money flowing into the game and has been channeled for the recent generations, because certainty is lacking it will keep flowing into the sport, which is part of the rationale behind I think we have to maintain a focused outlook on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of concerns about detrimental effects on the Premier League's sporting equality, but Kogan said: "I'm absolutely committed to the achievement and development as an commercial operation of the elite league.

"I of all people understand the concern of undermining the top flight as an elite competition of England. But at the same time, if you engage with division representatives after today's meeting, they would have had a substantial amount of confidence -and, actually, they have been telling us in private they have a high level of reassurance."

Political Connections

Kogan is still facing a "comprehensive investigation" by the Commissioner for Public Appointments after he revealed he contributed money to the opposition group in recent years.

The official provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the chairman stated.

"I am no longer involved in any form of political activity."
